Consulting firm Bluewolf released its State of IT Outsourcing survey of CIOs and other IT decision makers, finding that enterprises are moving away from traditional staffing methodologies toward more "elastic" workforces--employees who can tackle a more varied range of responsibilities.
Bluewolf's research shows greater reliance on outsourced talent with specialized skills that can flex just as readily in response to ever-changing market demands.
